Yes, God did this.
For truly in this city there were gathered together against Your holy servant Jesus, whom You anointed, both Herod and Pontius Pilate, along with the Gentiles and the peoples of Israel, 28 to do whatever Your hand and purpose predestined to occur.

The sacrifice of Jesus looked like everyone was against Jesus as verse 27 confirms, and God the Father was too, or so it seemed. He predestined the crucifixion but these others did it of their own account. God the Father did it, or allowed it, not because of vindictive hate, as the others did, but for the love of us. There was not other way for us to be saved, and it was planned and done for us, the undeserving.
